That's right, as outlined in OSHA 29 CFR 1910.178, new safety training regulations for forklift operators took effect December 1, 1999. These are much more stringent than previous regulations.
Requirements include:
Classroom training with specific curriculum requirements;
Work site hazard training;
Orientation to specific lift truck models being used;
Skill assessment of individual operators
All operators of lift truck must be trained in order to be compliant. Compliance with these regulations is the employer's responsibility.

Operators have been observed to operate in an unsafe manner.
There has been an accident or a near miss.
Operators are reassigned to a new type of truck of a different work environment.
